HIGH SPEED 2 is running at least two years late and at least £16 billion over budget, the Government has admitted.

Reports that the project is in trouble have been circulating for many months and have been played down by officials. However, the outcome of an internal review by HS2 Ltd chair Allan Cook has proved such rumours to be correct.

Transport Secretary Grant Shapps set out the findings of Mr Cook’s analysis in Parliament on 3 September.
