Resonate to supply TM for Anglia

IN AN Official Journal of the European Union Notice issued on 11 February, Network Rail revealed it intends to award a contract to Resonate covering the provision of Luminate Integrated Traffic Management at the Liverpool Street and Thames Valley Signalling Control Centres. Worth £50 million over 10 years, the contract follows a one-year trial of Luminate at the Thames Valley SCC (‘Informed Sources’, November 2019 issue).

Funded by Resonate, the trial covered the Great Western main line between London and Bristol and started in June 2018. On the successful completion of the evaluation, the TM system remained operational pending agreement on payment for its long-term use.

A new form of contract was required for the acquisition of Luminate, which is a software-based enhancement to Resonate’s IECC Scalable control systems and workstations installed at both TVSCC and Liverpool Street. Under the proposed deal Network Rail will license the Luminate software, with Resonate providing maintenance and support. Future provision of enhancements to Luminate functionality is planned, with management of train crew and rolling stock likely to be a priority.

Liverpool Street has four IECC workstations. Three have already been upgraded to Scalable with the fourth due to be commissioned in June. Luminate will cover all the routes managed from the centre which extend to Marks Tey, Stansted/Elsenham and Shenfield.

Under a separate contract Resonate is to upgrade the Upminster IECC to Scalable. Thales’ ARAMIS TM system at Romford Rail Operating Centre is providing an Isolated TM facility at Upminster (‘Informed Sources’, November 2019 issue). Roger Ford
